Chen Shui-bian (Tainan, 12 de outubro de 1950) é um político de Taiwan, foi presidente de Taiwan de 2000 até 2008. Formado em Administração e Direito, governou seu país por dois mandatos consecutivos, de 2000 a 2008. Il 3 novembre 2006 sua moglie e tre altri funzionari di rilievo dell'ufficio presidenziale sono stati accusati di appropriazione indebita di 460.000 dollari da fondi governativi. L'11 settembre 2009 un tribunale di Taipei ha riconosciuto Chen Shui-bian colpevole del reato di corruzione e appropriazione indebita condannandolo alla pena dell'ergastolo, poi ridotta a 19 anni di carcere. In 2004 gingen Lien en Soong als team de verkiezingen in, samen hoopten zij Chen Shui-bian deze keer wel te verslaan. Chen won the 2000 presidential election on March 18 with 39% of the vote as a result of a split of factions within the Kuomintang, when James Soong ran for the presidency as an independent against the party nominee Lien Chan, becoming the first non-member of the Kuomintang to hold the office of president. Although Chen received high approval ratings during the first few weeks of his term, his popularity sharply dropped due to alleged corruption within his administration and the inability to pass legislation against the opposition KMT, who controlled the Legislative Yuan. In 2004, he won reelection by a narrow margin after surviving a shooting while campaigning the day before the election. Opponents suspected him of staging the incident for political purposes. However, the case was officially closed in 2005 with all evidence pointing to a single deceased suspect, Chen Yi-hsiung. In 2009, Chen and his wife Wu Shu-chen were convicted on two bribery charges. Chen was sentenced to 19 years in Taipei Prison, reduced from a life sentence on appeal, but was granted medical parole on January 5, 2015. Wybrany na urząd prezydenta Republiki Chińskiej 20 maja 2000 roku, z wykształcenia prawnik. Urząd pełnił do 20 maja 2008. Zdecydowany zwolennik niepodległości Tajwanu, podczas swojej kadencji wielokrotnie podkreślał odrębność wyspy od Chin i prowadził działania na rzecz "tajwanizacji", m.in. poprzez usuwanie pozostałości po czasach Czang Kaj-szeka. Ostre kontrowersje wzbudziły m.in. zmiana nazwy i wystroju Hali Pamięci Czang-Kaj-szeka czy zmiana nawiązującej do Czanga nazwy siedziby prezydenta w Tajpej i usunięcie z niej pomnika Sun Jat-sena. W 2006 roku Tajwanem wstrząsnął skandal korupcyjny, w który zamieszani okazali się urzędujący prezydent, jego żona, krewni i współpracownicy. Otoczenie prezydenta oskarżono o defraudację funduszy przeznaczonych na tzw. dyplomację dolarową, czyli dofinansowywanie ubogich krajów w zamian za zerwanie przez nie kontaktów dyplomatycznych z Chinami. 11 września 2009 roku Chen Shui-bian został uznany za winnego sprzeniewierzenia w czasie sprawowania urzędu w latach 2000–2008 środków finansowych o równowartości 3,15 mln USD ze specjalnego funduszu biura prezydenta Tajwanu. Postawiono mu również zarzut przyjęcia łapówek na łączną sumę 9 mln USD oraz pranie brudnych pieniędzy za pośrednictwem kont w bankach szwajcarskich.
