  • Abstract In his 20 years in power, Vladimir Putin has employed a savvy use of social policy to bolster his popularity, but it is a set of policies not well designed to address Russia's chronic under-provision of healthcare, education, and other social services—particularly in rural areas. The COVID-19 global pandemic will only exacerbate Russia's social policy challenges and could pose a threat to Putin's political survival.
